Welcome

Welcome to the Soteria Private Arbitration Tribunal (the "Tribunal" or "Service") made publicly available through OptiMystic Holdings Corp., a Wyoming corporation ("OptiMystic"), acting solely in its capacity as administrative trustee, commercial operator, and public-facing service provider.

The Tribunal is ecclesiastically constituted, governed, and administered under the authority of the Soteria Covenant Trust ("Soteria Covenant"), a private, non-commercial, ecclesiastical trust. The Soteria Covenant retains supreme ecclesiastical authority over doctrine, tribunal functions, adjudication, and governance, and licenses the Service to OptiMystic for public and commercial operation.

The Tribunal provides ecclesiastical dispute resolution, arbitration, mediation, case management, judgment enforcement, and debtor registry services under the GRA{D|M}[E]JFAR Protocol.

The Tribunal is provided for ecclesiastical and covenantal dispute resolution purposes. It is not a secular court of law, governmental tribunal, or administrative agency, and does not exercise jurisdiction derived from any governmental authority.

By accessing or using the Service, you ("User," "you," or "your") agree to these Terms of Service ("Terms"). If you do not agree, do not use the Service.

These Terms form a binding agreement between you, OptiMystic Holdings Corp. (as public service operator), and the Soteria Tribunal / Soteria Covenant Trust (as ecclesiastical authority and licensor). Continued use of the Service after any changes constitutes acceptance of the updated Terms.

1. Definitions

Tribunal: The Soteria Private Arbitration Tribunal, an adjudicative body operating under the Soteria Covenant Trust constitution.

GRA{D|M}[E]JFAR Protocol: The 10-stage case lifecycle — Grievance, Response, Assignment, Default/Mediation, Evidence, Judgment, Final Order, Appeal, Resolution — governing all proceedings.

Grievance: A formal complaint filed by a Claimant initiating proceedings before the Tribunal.

Claimant: The party filing a grievance.

Respondent: The party against whom a grievance is filed.

Arbiter: A Tribunal officer (Tier 3+) authorized to preside over cases, rule on evidence, and draft judgments.

Panelist: A Tribunal officer (Tier 2+) authorized to serve on adjudicative panels and vote on judgments.

Advocate: A Tribunal officer (Tier 1+) authorized to represent parties before the Tribunal.

Observer: A registered user (Tier 0) with read-only access to published proceedings.

Judgment: A final determination issued by an adjudicative panel of the Tribunal.

Debtor Registry: The Lex Nigra registry of unresolved judgments maintained by the Tribunal.

Sealed Identity: A claimant designation whereby the claimant's identity is withheld from public records and Observer access, while remaining fully known to the Tribunal for proceedings.

2. Service Description

The Tribunal provides:

  • Intake and management of formal grievances under the GRA{D|M}[E]JFAR Protocol
  • Assignment of qualified Arbiters and Panelists to adjudicative panels
  • Structured mediation between parties (where applicable)
  • Evidentiary proceedings with document submission, chain of custody, and admissibility rulings
  • Panel-based adjudication with majority vote requirements
  • Issuance of binding judgments and final orders
  • Appeal proceedings (where applicable)
  • Default judgment against non-responsive parties
  • Emergency orders for time-sensitive matters (48–72 hour expedited track)
  • Debtor registry publication via Lex Nigra integration
  • GPG-signed judgment certificates with cryptographic verification
  • Bitcoin blockchain anchoring via OpenTimestamps for judgment integrity
  • Public case records (with sealed identity protections where applicable)
  • Network federation of Tier 2/3 registry entries across member organizations

3. Eligibility and Accounts

3.1 External Claimants

Any natural person or legal entity aged 18 or older (or the age of legal majority in their jurisdiction) may register as an External Claimant to file a grievance. Registration requires a valid email address, full legal name, and password.

3.2 Covenant Members

Members of the Soteria Covenant Trust may access the Tribunal using their membership credentials. Membership tier determines Tribunal access level as defined in the Tribunal Constitution.

3.3 Account Responsibilities

You are responsible for maintaining the confidentiality of your credentials. You agree to provide accurate, current, and complete information. You must notify the Tribunal immediately of any unauthorized use of your account.

4. Filing a Grievance

4.1 Requirements

All grievances must include:

  • Full legal name and contact information of the Claimant (even if identity is sealed)
  • Full legal name and contact information of the Respondent (to the extent known)
  • A clear description of the dispute and facts giving rise to the grievance
  • The relief sought, including any monetary amount and currency
  • Supporting documents (if any)

4.2 Sealed Identity

A Claimant may elect to seal their identity from public records and Observer view. Sealed identity does not mean anonymous filing. The Tribunal retains the Claimant's full identity, contact information, and all submitted documentation for the entirety of the proceedings and any subsequent appeals. Sealed identity only restricts visibility to the general public and Observer-tier users.

The Respondent, assigned Panelists, Arbiters, and Tribunal staff will have full access to the Claimant's identity as necessary for fair proceedings.

4.3 Filing Fees

Filing fees are determined by the nature and complexity of the grievance. Current fee schedules are published on the Tribunal website. The Tribunal accepts payment in BTC, USD, CAD, SOTER, EUR, GBP, and other listed currencies.

Pro bono proceedings may be available through Advocate engagement at no fee to the Claimant.

4.4 False or Frivolous Filings

Filing false, frivolous, or vexatious grievances is strictly prohibited. The Tribunal reserves the right to dismiss frivolous filings, impose sanctions, and refer abusive filers to the Debtor Registry. Repeated false filings may result in permanent suspension from the Service.

5. Proceedings and Protocol

5.1 GRA{D|M}[E]JFAR Protocol

All cases proceed through the stages defined by the GRA{D|M}[E]JFAR Protocol as set forth in the Tribunal Constitution. The applicable track (FAST, FULL, or EMERGENCY) is determined at Assignment.

5.2 Advocate Representation

Parties may engage a Tribunal-registered Advocate (Tier 1+) for representation. Advocate fees are governed by the Engagement Agreement between the Advocate and the party. Hourly billing is prohibited. Fee arrangements are limited to pro bono, fixed fee, or percentage of award (capped at 25%).

5.3 Panel Composition

Cases are adjudicated by panels of odd-numbered composition (3, 5, 7, or 9 members) based on case severity, as defined in the Tribunal Constitution:

  • Minor: 3–5 Panelists
  • Standard: 3–7 Panelists
  • Grave: 5–9 Panelists

5.4 Judgments

Judgments are determined by majority vote of the assigned panel. The presiding Arbiter may cast a tiebreaker vote. All judgments are signed, timestamped, and published to the public record (subject to sealed identity protections).

5.5 Appeals

A party may file an appeal within the window specified at Final Order. Appeals are reviewed by a panel composed of members who did not participate in the original adjudication. The Chief Arbiter may remand cases for re-adjudication.

5.6 Emergency Orders

An Arbiter (Tier 3+) may issue an emergency order for time-sensitive matters. Emergency orders must be reviewed by a second Panelist within seven (7) days. Unreviewed emergency orders may be challenged within thirty (30) days of issuance.

6. Debtor Registry (Lex Nigra)

6.1 Publication

Unresolved judgments are published to the Lex Nigra Debtor Registry and federated across participating organizations via the Trust Network. Registry entries include the judgment reference, amount, date, and Respondent identity (unless sealed by order).

6.2 Removal

Registry entries are removed upon full reconciliation of the judgment debt or upon successful appeal resulting in overturn. Partial reconciliation is recorded but does not remove the entry until the balance is fully resolved.

6.3 Disputes

A party listed on the Debtor Registry may petition the Tribunal for removal if they believe the listing is in error. Such petitions are processed as a new case under the FAST track.

7. Privacy and Data

Use of the Tribunal is subject to the Tribunal's Privacy Policy, available at /privacy. In summary:

  • The Tribunal collects only information necessary for proceedings
  • Sealed identities are protected from public disclosure
  • Case documents are stored securely with encryption at rest
  • The Tribunal does not sell, license, or share personal information for commercial purposes
  • Data retention follows the schedule defined in the Privacy Policy

8. Intellectual Property

All Tribunal materials, including the GRA{D|M}[E]JFAR Protocol, constitutional documents, judgment templates, seals, and interface design, are the property of the Soteria Covenant Trust and/or OptiMystic Holdings Corp. You may not reproduce, distribute, or create derivative works without express written permission.

Case filings and submitted documents remain the property of the submitting party. The Tribunal retains a perpetual, non-exclusive license to use such materials as necessary for proceedings, record-keeping, and constitutional purposes.

9. Limitation of Liability

9.1 No Guarantee of Outcome

The Tribunal makes no guarantee regarding the outcome of any proceeding. Judgments are rendered by independent panels based on the evidence and arguments presented.

9.2 Limitation

To the maximum extent permitted by applicable law, OptiMystic Holdings Corp. and the Soteria Covenant Trust shall not be liable for any indirect, incidental, consequential, special, or punitive damages arising from or related to the use of the Service, including but not limited to loss of profits, data, business opportunities, or goodwill.

The aggregate liability of OptiMystic Holdings Corp. and the Soteria Covenant Trust for any claims arising from or related to the Service shall not exceed the total fees paid by you to the Service during the twelve (12) months preceding the claim.

9.3 Private Arbitral Nature

The Tribunal operates as a private arbitral body under the authority of the Soteria Covenant Trust. Participation is voluntary. Judgments are binding within the Soteria Covenant framework and may not be enforceable in secular courts of law. The Tribunal makes no representation regarding the enforceability of its judgments in any governmental jurisdiction.

10. Indemnification

You agree to indemnify, defend, and hold harmless OptiMystic Holdings Corp., the Soteria Covenant Trust, and their respective officers, directors, employees, agents, Arbiters, Panelists, and Advocates from and against any claims, damages, losses, liabilities, costs, and expenses (including reasonable attorney fees) arising from your use of the Service, violation of these Terms, or infringement of any rights of a third party.

11. Modifications

The Tribunal reserves the right to modify these Terms at any time. Changes will be posted on the Tribunal website with an updated "Last Updated" date. Continued use of the Service after changes constitutes acceptance. Material changes will be communicated via the Notice Board.

12. Governing Authority

These Terms are governed by and construed in accordance with the ecclesiastical authority of the Soteria Covenant Trust. Any disputes arising from these Terms shall be resolved through the Tribunal's own adjudicative processes.

13. Severability

If any provision of these Terms is found to be unenforceable or invalid, the remaining provisions shall continue in full force and effect.
